(Grand Rapids, MI - WHTC News) - Ottawa County authorities aren’t commenting on a federal lawsuit filed last week by a former state prison guard turned inmate who claimed that his health was irrevocably ruined as a result of not receiving his proper bipolar and diabetes medication when transferred from the Muskegon County Jail to the Ottawa County Jail three years ago. Randall Modd was being held on assault and probation violation charges at that time.
