(Detroit, MI)  --  Prosecutors and defense lawyers will be in Wayne County Circuit Court Judge David Groner's courtroom today to file their sentencing recommendations in former Detroit Mayor Kwame Kilpatrick's probation violation case.  Kilpatrick is to be sentenced by Groner on Tuesday for failure to make scheduled restitution payments.  The Detroit City Council voted three-three not to submit a victim impact statement.  Mayor Dave Bing says he will not make a sentencing recommendation.
