A 41-year-old Duluth man has been indicted in federal court in Saint Paul for allegedly kidnapping a 13-year-old girl who was walking her dog around 70th avenue west in Duluth on August 2nd. Prosecutors say Todd Franik put the girl and her dog in the trunk and then drove into Wisconsin, back into Minnesota, and engaged in sexual conduct with the girl near Jay Cooke state park. The girl, who was bound and gagged with duct tape, was able to free herself and made her way to a business near Superior where authorities were notified.
