ST. PAUL, MN (KDAL) - Minnesota Governor Mark Dayton and GOP Legislative leaders on Tuesday morning signed an agreement outlining terms of a special session to complete the state budget. The governor then signed a proclamation calling the Legislature into a special session beginning at 3 p-m Tuesday. State government has been shut down since July 1st when the regular session ended without the passage of a budget.
